NEWS ALERT FROM THURNBY AND BUSHBY PARISH Council
Our village is coming under threat of massive development IN ADDITION TO PENNBURY.
The adopted Regional Plan stipulates that at least 40 dwellings per year must be provided in an area designated "Leicester Principal Urban Area" of which Thurnby, Scraptoft and the area around the edge of Oadby (i.e. the areas joining the City boundary) form a part.
It is possible that as many as 2,420 dwellings could be built on the PUA over the 20 year period.
The Green Wedges between Thurnby and the City and the Separation Area between Thurnby and Scraptoft are to be "reviewed and justified" — this could result in there being no open space between Thurnby and the City and Thurnby and Scraptoft.
The areas to be built upon could include — Coles' nursery land on both sides of the A47 at Thurnby Hill, fields between Dalby Avenue and Covert Lane, Manor Field South, Charity Farm and fields, Fields behind Main Street, Bushby, Co-op fields between Thurnby and Houghton Harborough District Council is preparing a Core Spatial Strategy (Local Plan) which will set out in broad terms where and how much development will take place throughout the district over the next 20 years. This document contains various alternative options and the public are invited to make their views known on these options.
The Parish Council has set up a working party to formulate the Parish Council's views on this document
This will not go away — it will happen - but there is the opportunity to try and minimise development in this area — it is up to you to make your voices heard NOW — not when this document has been finalised because then it will be too late!
The consultation period runs from 8 June to 20 July 2009.
You have the opportunity to obtain further information, to ask questions and to find out how to respond to the consultation at the following events

Refurbishment of Manor Field
You may be aware, funds have become available from builders of two of the completed developments Uppingham Road, Bushby towards facilities in the parish. It has been decided that £87,000 will be
used in refurbishing Manor Field. At the exhibition on 4 July (mentioned above) you will be able to look and comment on three different proposals for this refurbishment.

Core Spatial Policy 8 - Meeting Regional Spatial Strategy Housing Requirements
Background
The Regional Spatial Strategy (RSS) states that some 7,000 dwellings need to be provided in Harborough District between 2006 and 2026. As well as giving this overall figure, the RSS also gives guidance about where some of this housing should be located. It specifies that at least 40 dwellings per annum should be located within or adjoining the part of Harborough District which lies within the Leicester Principal Urban Area (i.e. Thurnby, Bushby, Scraptoft and green field land adjacent to Oadby). Remaining housing development should be located mainly at Market Harborough. The RSS identifies Market Harborough as the District's only sub—regional centre, in recognition of its key role in providing services, employment, shopping, public transport and leisure facilities to the surrounding population.
Of the 7,000 housing requirement, 1,424 dwellings have already been completed or are in the process of being built and there are outstanding commitments (planning permissions and allocations) for a further 1,849. Assuming these are all completed, land for at least a further 3,727 homes needs to be identified through the Local Development Framework process up to 2026 to meet the RSS requirement.
Issues
Alongside the figures there are pressing issues to address in the provision of housing throughout the District:
• The Core Spatial Strategy must ensure that the majority of homes (outside the Leicester PUA) are located in Market Harborough over the period 2006 - 2026.
• The RSS specifies that at least 40 dwellings per annum need to be accommodated in or adjacent to the Leicester PUA. After taking into account completions, commencements and commitments since 2006, land for at least 511 dwellings needs to be found in or adjacent to the PUA, however the upper limit of development remains flexible.
• The lack of affordable housing in the District is a pressing issue and is particularly severe in the more rural areas where house prices have seen the biggest increases. Despite a relatively high proportion of housing completions in rural villages, delivery of affordable units has been disappointingly low.
• The RSS allows for development to take place in the form of sustainable urban extensions where necessary. Achieving a critical mass in developments allows for the provision of sustainable services, facilities and renewable energy generation.

The Alternative Options set out below suggest alternative ways in which the number of homes specified in the RSS could be could be distributed throughout the District to 2026.
Alternative Options:
Option 1: 560 (15%) at Leicester PUA, 2,050 (55%) at Market Harborough, 1,120 (30%) in remainder of District focussed primarily on Lutterworth and Broughton Astley, elsewhere affordable housing only (where local need is demonstrated).
Option 2: 560 (15%) at Leicester PUA 2,050 (55%) at Market Harborough, 1,120 (30%) in remainder of District focussed primarily on Lutterworth, Broughton Astley and other rural centres, elsewhere affordable housing only (where local need is demonstrated).

Option 4: 560 (15%) at Leicester PUA, 3,170 (85%) at Market Harborough, elsewhere affordable housing only (where local need is demonstrated).
Option 5: 1,305 (35%) at Leicester PUA, 1,305 (35%) at Market Harborough and 1,120 (30%) in remainder of District.
Option 6: Any other suggestions for distribution.
Additional consultation question:
• Other than outstanding planning permissions and affordable housing provision, the options presented above do not allow for housing allocations in rural settlements (i.e. below rural centre level). In view of this, are there any other options we should be considering?

After a busy few weeks on personal and county council election matters, I can return to transmitting news to keep CASCET supporters updated on campaign developments. The CASCET Committee meets again this week to plan protest and fundraising activities and our strategy for the remainder of the summer and into the autumn. One of the key decisions will be a date to deliver the paper and electronic petition names to 10 Downing Street this summer.
DCLG eco-town decisions
There have been major ministerial changes at the Department for Communities & Local Government (DCLG) over the past 4 weeks. Hazel Blears and Margaret Beckett departed under different circumstances, and have been replaced as Secretary of State and Housing Minister by John Denham and John Healey, respectively. Keith Vaz, along with the other three local MPs, is in the process of arranging a meeting with these two "Johns" and I am pressing for this to be arranged sooner rather than later. One of the key questions is when the final announcement is to be made.
Margaret Beckett, in probably her last official interview on the eco-town programme before she was sacked, said that only those proposals meeting the government's strict standards would be selected; she also confirmed that none met all the standards yet! She also hinted that the results of the last consultation and any pronouncements on locations, could be announced in July. This does not apply to the Middle Quinton site near Stratford, as the West Midlands Region are currently in their Examination in Public stage and so the ministers have agreed there will be no decision on that location until the end of the year.
If July is a realistic timescale, then checking the parliamentary calendar shows that the summer recess begins on 21st July. However, the DCLG website states this "We are now considering the responses to the consultation and will publish the final Eco-towns Planning Policy Statement and list of locations with potential to be an eco-town later in the year." - so could well be the autumn !! I'll keep you informed when I know anything more.
Local Development Framework (Harborough)
Harborough District Council began their framework consultation on 8th June, ending 20th July. A number of special Have Your Say meetings have been arranged as part of the consultation, with three held in the last two weeks.
The relevant meeting for the rural areas of Harborough, which include the villages nearest to the Pennbury location, is Tuesday 23rd June between 7-9pm in the Council Chamber of the Council in Market Harborough. There is another opportunity for rural villagers on 8th July between 7-9pm in the Billesdon Coplow Centre. These meetings are open to all residents of Harborough District to come and hear an overview of the proposals and look at display material, as well as have your say and add your comments. The LDF is very important as it will look at future services, facilities and housing / employment development for the district.

Five alternative options are proposed for distributing some 3,700 future housing requirements, for example, and these range from under 600 in the principal urban area (PUA) nearest Leicester/Oadby, with the remainder split between Market Harborough, Lutterworth and Broughton Astley, to another option which could see over 2,400 in the PUA, with the remaining 1,300 at Market Harborough. So you can see that your comments on these various options is important. Other matters being considered include Climate Change, Transport, Affordable Housing, Gypsy/Traveller Provision, Economic Development etc. This consultation is key if you want to ensure the Co-op are not given a loophole into proposing a sustainable urban extension (SUE) for the PUA next to Oadby or east Leicester.

Annual walk
Sunday 5th July 2009
A circular walk through the countryside following public & permitted footpaths, bridleways and country lanes.
The walk will go through the Parishes of Thurnby, Bushby and Stoughton walking mainly on grassland and round the edge of cropped fields.
There will be no step over stiles.
Stout shoes or boots should be worn and clothing to suit the weather of the day. Unsuitable for children under 8, wheelchair users and people with certain disabilities. Guide dogs and well behaved dogs welcome.
We will finish with a welcome cup of tea and piece of cake.
Depart @ 2.00pm returning about 4.30pm.

THE BIG LUNCH IN HOLLIES WAY
What is it?
Basically, it's a party in your street, in everyone's street, throughout the UK. On 19th July we're asking the people of Hollies Way to stop what they're doing and sit down to lunch together, perhaps on our Greens or the paths connecting the different arms of Hollies Way or both if the response is good.
Why?
Well for lots of reasons really but mainly just because we think it'll be fun.
The Big Lunch isn't just about sharing food - maybe you have a hidden talent you can bring to the party?
Any suggestions to develop the party are welcome. Perhaps we could have activity tables for the children for instance.
The idea would be that you bring along your garden furniture and your own lunch or some dishes that you would like to share with your neighbours. We all sit down to lunch and, talent permitting, some entertainment.
We would like to take this idea forward, but it all depends on you. The next steps Let me know if you are interested. Then we approach Harborough and the Parish Council to get their OK. They have already been approached by the national organisers.

PUBLIC CONFIDENCE IN THE POLICE
This is a message to all our watch schemes and Key Individuals from Harborough & Lutterworth Local Policing Unit.
Following some recent burglaries in the more rural areas of our patch – it has come to our attention that some of our residents have heard some strange rumours about the police response to incidents and crimes. In particular, some people have heard that the police do not respond to reports of burglaries in progress.
We would like to take this opportunity to reassure all our residents that this is obviously not the case. All police officers are tasked to respond to such incidents as a matter of urgency and we have to date been able to arrest many suspects as a result of this kind of immediate response. If the police control room receives a call reporting a burglary in progress with intruders on the premises, the call would normally be graded as a grade 1 incident. Incidents of this kind will receive an immediate response from the nearest available mobile unit.
Police officers like nothing better than arresting criminals so if you do see suspicious persons, activity or vehicles and you believe that a crime may be in progress – don’t hesitate to call it in immediately on 999.

Oak Tree Planting
By recycling Christmas trees Leicestershire residents have helped boost local woodlands.. In recognition of the great effort made by residents, Leicestershire Waste Partnership has made a donation to the County Council's “Stepping Stones Scheme” to help bring a new lease of life to local woodlands and green spaces. As part of the celebrations Tony Kershaw, Chairman of the County Council, planted an oak tree at Wadkins Field, Wadkins Way in Bushby on Thursday 26th March 2009, those present included Ray Brown, Thurnby & Bushby Parish Councillor, Judith Lord, Tree Warden and Sam Forster from Stepping Stones, Simon Galton, District Councillor, Andy Bourne, TABSASA, Ruth Camamile, President Stepping Stones, Val Jones, Tree Warden, Jean Barbour, Clerk to the Thurnby & Bushby Parish Council. A reception with tea and cakes followed in the pavilion.

For about a year TABS held a "Swop Shop Coffee Morning" once a month at the Thurnby & Bushby Community Centre. Unfortunately, for whatever reason, this has not proved successful, so for the time being this event will not take place. If anyone has any suggestions for an alternative let me know and it will be considered.
